Key Facts Reyners was a Dutch national, resident in Belgium and qualified to practice Belgian law. He was being prevented from joining the Belgian bar because of a law requiring practicing lawyers to be Belgian nationals. Belgium was arguing that, since Art 52 (now Art 49 TFEU) was to be implemented by the introduction of ‘sectoral’ Directives, it failed the third test from Van Gend en Loos, it was conditional, and therefore not directly effective and could not be relied upon or enforced.
