ABSTRACT

By the late period soldiers were primarily paid in kind. Most goods were produced in state factories (see chapter 6), but items were still regularly obtained by levies. Ammianus records the preparations which Constantius made for civil and foreign wars (21.6.6): ‘Nevertheless, equipment … continued to be made … every order and profession was burdened, supplying clothing, arms, and hurling-engines, nay even gold and silver, and an abundance of provisions of all kinds.’
