ABSTRACT
A bench of magistrates had a policy of withholding the names of justices, both during the hearing of a case and afterwards. A journalist reporting a case asked for the names of the bench but was refused. That journalist successfully applied for an order directing the clerk to disclose the identities of the bench and also for a declaration that the bench’s policy of nondisclosure was unlawful.
