ABSTRACT

While moving within the Roman Empire, it was possible to leave directly administered territory for a kingdom ruled by an allied king. As with Hiero of Sicily, many kings had become allies during the initial phases of contact with the Romans and rather than acquire further governmental responsibilities, the Romans often left them in control of their kingdoms. Here the word ‘kings’ is used for tetrarchs and other minor rulers as well as kings, while ‘ally’ is deliberately used in place of the more common ‘client’.
