ABSTRACT

This chapter presents a case study of informatization offices. These are government internal administrative units responsible for the general informatization policy. As part of their work they provide an Internet-based government information system which is the backbone of e-government development in Chengdu. Processes that unfold at these offices are explored to arrive at a nuanced answer to the question about who controls e-government in Chengdu's district governments. Seen from the point of view of the digital governance framework the offices are part of the input arrow that determine the context on a number of points for the service centres and digital urban management which will be analysed in later chapters.
