ABSTRACT
This chapter continues the examination of who controls e-government, whose interests are served by e-government and through which mechanisms e-government affects the power relations in local government. More specifically, the analysis focuses on adoption of digital urban management. A new organization based on a sophisticated information system was put in operation between 2007 and 2009, first in the central districts of Chengdu and then in the second- and third-tier districts.
