ABSTRACT

Chapters 2 and 3 highlighted the unprecedented increase of the senior population in the United States and selected other nations, and the relative vulnerability of this population to major hazard events, especially natural hazard ones. Chapters 4 – 6 examine the roles of government, for- and not-for-profit organizations, and seniors and their aides in reducing seniors’ risks before, during, and after hazard events. Figure 4.1 is a signpost for a focus on risk management for seniors. All the arrows point toward seniors. The focus here is not on the health care system or government budgets, but rather how they work together and with seniors to reduce risk.
