ABSTRACT
On the whole, conventional theories treat the problem of pollution as an externality problem separate to that of optimal resource use. Theoretical considerations of the pollution problem, however, have led to further concern about the assimilative capacity of the environment and the preservation of natural systems. This chapter will discuss these further developments and argue that the next step is to develop a more integrated approach focusing on the trade-off between resource use and environmental degradation.
