ABSTRACT
The recent government documents Birth to Three Matters and Every Child Matters encourage the promotion of well-being, one of a child's primary needs. The government of New Zealand introduced this as an essential ingredient of their Early Years National Curriculum, Te Whariki, in the 1990s.
