Primary Education: Evaluation and Assessment

Throughout the 1980s, economic reality considerably affected education and primary schools began to feel demands for criteria by which their effectiveness could be judged. The extract which follows, from Her Majesty’s Chief Inspector of Schools, raises important questions about the extent to which the primary curriculum could be appraised and the learning achieved by children at the end of their primary education evaluated.
