A first cut is taken by looking at the economic structures of France and Germany in the 1980s; and the manner in which the competitiveness of the home base, particularly in the relevant sectors of chemicals and electronics, factors into the competitive advantages of the MNEs. For them the home base is one market among many to be served and is only one element, albeit the most important one, in the MNEs' international production networks. Second, a political economy approach is taken by examining the linkages that join the MNEs to external actors in the French and German political economies, something which it is argued relates to national competitiveness and MNE competitive advantages in international competition.
