ABSTRACT
Many large scale problems faced by societies can be approached by a social dilemma analysis. A societal social dilemma is a situation in which the personal interests of citizens are at odds with the interest of the public at large. The dilemma arises because the payoff to the individual is higher from a selfish than from a nonselfish behavior, while the public at large is worse off if most citizens act selfishly.
