ABSTRACT

Over recent years the Centre for Educational Research and Innovation of the International Organisation for Economic Cooperation and Development has been examining the programs for transition of disabled youngsters from school to work in Western society. In a report entitled "The Road to Adulthood," the Centre (OECD, 1990) defined transition as "the process by which an individual grows through adolescence to adulthood in the social, cultural, economic and legal contexts provided by families, communities and national policies" (p. 6). The report goes on to say:

Koroloff (1990) summarizes what educational experts consider the nine components of an adequate transition policy for youth with serious emotional disabilities. These are the following:
