11.1 Introduction The original EC Treaty signed in 1957 made no reference to any form of European ‘citizenship’. At that time, people were regarded as being citizens of their own Member States, and nothing more. That was to change when the Treaty on European Union came into force in November 1993, and several new provisions were inserted into the EC Treaty. These provisions now form Part Two of the TFEU, Articles 18-25. Article 20 provides (in part) as follows:

‘Art 20(1) Citizenship of the Union is hereby established. Every person holding the nationality of a Member State shall be a citizen of the Union. Citizenship of the Union shall be additional to and not replace national citizenship.
