16.1 Background 16.1.1 Domestic legislation T here have been a number of statu tes over the past four decades or so designed to address and eliminate various types of discrimination as indicated in th e following table:

16.1.2 Consolidation of domestic provisions T he dates of the various statu tes enacted since 1965 provide some insight into the developme nt of the general rights movement over the last 40 years or so, starting with race relations in the 1960s, equal pay and sex discrimination in the 1970s, and moving forward to disability discrimination in the 1990s. More recently, recognition has been given to civil partnerships and steps have now been taken in the Equality Act 2006 to imp lement some practical joined-up government and to bring some cohesion to the anti-discrimination legislation and practice. T he Equality Act 2006 established the Equality and Human Right s Commission for England, Wales and Scotland which replaced the three previous separate commissions. No rthern Ireland has its own arrangements .
