J to continue to develop ways of recruiting magistrates from a wide spread of people, particularly from groups currently under-represented nationally;
J to continue to develop a socially diverse Bench that will be representative of all sectors of society;
J to consider ways of building more flexibility into court sittings, so those magistrates with other responsibilities are able to meet at least the minimum number of required sittings;
