ABSTRACT

This chapter reports on a project that did not receive continuing funding for the proposed third year of operation. The Cincinnati Project operated for three years: from January I, 1991 through December 31, 1993. It received funding for two of the proposed years: September 30, 1990 through August 31, 1992. Funding was discontinued at the recommendation of the site visit team from the National Institute of Mental Health (NIMH), following their visit to and review of the Cincinnati Project in April, 1992. The site visit team stated that the decision to terminate funding was based on two research implementation issues: 1) recruitment of clients to the project programs was well behind the proposed and projected figures; and 2) random assignment of clients and baseline data collection procedures were determined to be unscientific and inconsistent with the other study sites, although they followed the protocol established in the original project proposal.
