ABSTRACT
In previous chapters, I referred to both external and domestic factors and stimuli inside Japan that were instrumental in shaping PAL. This chapter looks from the outside in, exploring external developments in a global context from the perspective of external actors who want access to the Japanese market. An outside-in view sharpens the observations on the forces that shaped medical technology regulation historically and the main actors and vested interests.
