Thisbreakdown,duringourcentury,hastakenthreemainforms: 1.Thefirstquarterofthetwentiethcenturywitnessedthe
triumphinpoliticalpracticeofthedemocraticprinciplewhich haspersistedinthestatesoftheAtlanticcommunity.Thisprinciplehastakenaformwhichcombinesthedivergenttheoretical emphasesofthepreviousperiod-ithasexaltedpoliticalfreedom astheinstrumentofbalancingsocialcontrolagainstindividual rights.Butwiththecomprehensionofindividualandcollective spheresoffreedomwithinasinglepoliticalsystemtheunity whichwasbaseduponalternativeapplicationsofanintegral ideahasbeenshredded.I t hasgivenwaytotheconceptofconcentriclevelsoffreedom,eachappropriatetoadifferentarea ofactivityandeachpostulatingadifferenttypeoffreedom.In short,ir1tegralfreedomhasyieldedtoapluralityoffreedoms.
