ABSTRACT
From the beginning, Homebuilders has been heavily evaluated. We had to have feedback on its effectiveness in order to decide whether it was worth continuing to do. Once we began to get information that it appeared effective, we, and others, were interested in subjecting it to more stringent tests. We have been interested in both understanding the process of the Homebuilders service and the treatment outcomes. The feedback from both these areas provides the rudder for management decisions and agency policy.
