The critics also indicate that even in Europe itself the American forces represent a large percentage of total allied forces and are in a better state of combat readiness than those of many of their allies. This situation has led to frequent exhortations by U.S. Secretaries of Defense to their European colleagues to increase the amount and quality of their countries' contribution.
