ABSTRACT
A number of solutions have been proposed to the agencies for directing their delivery of a confusing array of potential services to where they are most urgently needed and in a combination which will do the most good in each instance. Among the proposals considered or tried by the agencies are a "supermarket" model, a project management model, a committee model, and a centralized authority model.
