ABSTRACT

Democracy is Government by Squawk. The only thing that prevents planning from being disastrous in government is that it is not usually believed. The individual gives up a great deal in terms of being taxed, conscripted, killed or injured in wars, and burdened with the guilt of murder and destruction; in return the state seems to give him little, except perhaps a bit of security and a larger identity. It is a misfortune that Departments of Agriculture, Labor, and Commerce were ever organized; there is plenty of opportunity for the expression of group conflicts within the legislative branch of government without deliberately introducing them into the executive. Legitimacy is like the air that we breathe; we only notice it when it is not there. A license is always a poor substitute for a liberty.
