ABSTRACT

In some countries, however, the financial responsibilities are divided between the levels of government. In Denmark there is a 50-50 sharing by the national government with municipalities. In Norway the ratio is 75 percent by the national government and 25 percent by municipalities. The Swedish government finances 100 percent of the cost of the general hous ing allowance system, 43 percent of the cost of the combined national and municipal plan, and 25 percent of the cost of the supplementary program for pensioners. In Belgium, the Ministry of Public Health and Family Welfare reimburses the National Housing Society for rent remissions which its member societies extend to families with a large number of chil dren. In the Federal Republic of Germany, the states (Lander) finance the allowances and are reimbursed for 50 percent of the cost by the federal government.
