The fact is, however, that income security systems often do not provide a level of income that enables poor families to obtain decent housing without incurring excessive rent burdens. To deal with this problem, hous­ ing subsidies have been developed not only to provide decent housing at affordable rents for households living in substandard accommodations, but also to eliminate the excessive rent burdens for families that are

already living in decent housing. As a consequence, there is in many countries a big overlap between housing subsidies and income security systems among families living in social housing but who are also recip­ ients of income security payments.
