A shift from a concern with the hospital as a classic bureaucracy to an interest in patients involves more than a simple substitution of empirical referents. Involved, for example, is a consideration of patients as “persons,” and how patients are affected by and themselves affect hospitals. As a result, a special interest in patients requires a different set of conceptual tools from that which informs the bureaucratic perspective.
