ABSTRACT
American higher education has never been forced to conform to any one uniform pattern of organization, administration, or support. In the United States, there has been neither a national ministry of government nor a state church to impose norms of university procedure and control. The vast size of the country and the heterogeneous make-up of its population have made it difficult to establish uniformity in higher learning. 1
