ABSTRACT
The purpose of this chapter is to review efforts to find new hazardous waste sites in the United States. We start with a brief analysis of public op position to allowing new facilities in a community. While opposition is for midable, it is not unconditional. Next, we review the legislative charge to the EPA under the authority of RCRA and CERCLA to examine the need for new management facilities, and we discuss the need for facilities and in stitutional mechanisms to aid facility siting. This is followed by an examina tion of selected regional and state programs which may serve as models for establishing a legal framework for siting procedures and for developing a siting protocol to aid location decisions.
