ABSTRACT
Public land acquisition is based on the theory that the government has the greatest opportunity to manage and direct growth when the land is publicly held. Indirectly, this strategy is an attempt to minimize growth through controlling developable parcels. By regulating open space, a community’s overall land use intensity can be controlled, thus affecting the amount of population that can be assimilated.
