ABSTRACT

Next to zoning, division of land is the second most common management device. This technique indirectly controls growth through regulating the location, pace, and quality of land development. As such, many second generation public facility plans evolved from land division techniques. Regulations over land division are aimed at facilitating sound and orderly growth in accordance with the municipal plan. Basically four elements help achieve this end: subdivision regulations; annexation policies; official map; and exactions.
