ABSTRACT
Establishing an annual limitation on building permits is basically a rationing scheme, authorizing a specified number of building permits annually. It is different from the cap rate in that it attempts to justify its quota, granting development permission after the plans have met certain infrastructure and aesthetic criteria. As such, it is a direct means of control over both the magnitude and location of growth.
