ABSTRACT
The term idiosyncrasy has lost its credibility. It is very difficult to take inventory of the characteristics of the people who make up a nation. A democracy and a parliament can function in any culture and economic latitude. It suffices to have a minimum desire to collaborate, and that the will of the majority be accepted within certain rules of the game. The incongruence between the Cuban and his present economic organization have given birth to a new invention: the Committees for the Defense of the Revolution. Deciphering the scheme of values that governs the Cuban Communist hierarchy, especially among the neo-Communists spawned by Fidel, is not simple. The Cuban Revolution has given birth to only two important men: Fidel Castro and Ernesto Guevara. Sovereignty, which is always relative, is the expression of the consensus of the majority, and not the whimsical decision of one man with a vocation for ending up in the history chronicles.
