ABSTRACT

Government as a philosopher or a saintly king might conceive it would be a comparatively simple matter; so simple that philosophers and saintly kings are apt to fail in this complicated business. They have already amply considered the place of man in nature, 416his possible destiny, his highest good; and they probably see some circumstance at the moment that seems to permit that highest good to be approached in some direction. All that remains for them to do is to have precise measures framed to this end, and to find faithful persons capable of carrying them out. It would seem that an honest government, with all expert information and advice at its disposal, ought not to find great difficulties in accomplishing this task.
