ABSTRACT

The actual function of diplomacy and the traditional role model of diplomacy diverge. This is because the role model was formed in times and circumstances that differ from present ones. Traditional diplomacy nonetheless still retains some of its practical functions. It also still retains an important symbolic function. States use flags and national anthems to signal a claim for a distinct political entity. They also use diplomacy. Many events and trends that deeply impact within states, originate from outside the state. Treating Liechtenstein and the United States in an identical manner must seem out of tune with reality. Like flags, diplomats can also be used for sending coded but well- understood messages. Embassies can be opened or closed. Diplomatic recognition may be granted to, or withheld from a state. The mere fact of using the diplomatic channel for communications has also a symbolic significance. Using the diplomatic channel for sending messages puts that message on a specific political level.
