A radio is typically set to a default frequency: when you turn it on, you hear the station that is at that frequency. Missile engineers appear to have done a similar thing with some nuclear-armed missiles: preset to a default target, if fired—unless a change had been deliberately made—a missile would fly to the default. If the default were a city, a city would be destroyed. 1
