ABSTRACT

The withdrawal of the Peacekeeping Force at the very moment when the danger is mounting in the Near East has its value as a symbol. The source of the immediate danger is the twin threat of the Arab guerrillas and Israeli reprisals, for it is yet to be proved that any government, either in Damascus or Cairo, would be in a position, even if it were firmly decided to, to bring to a complete halt the activities of the guerrillas. In word, it has upheld the Syrian and revolutionary cause against Western imperialism and its 'accomplices in Israel'. Those Arab countries held to be 'progressive', Syria as well as Algeria, have received really quite considerable quantities of arms. The decisions that will be taken in Damascus or in Cairo depend to a great extent on the plans and intentions attributed by the Syrians and Egyptians to the leaders in Moscow.
