Even enlightened governments find it difficult to understand and make policies for a creative ecology. Is it possible to regulate diversity and novelty? Michael Batty, Director of London’s Centre for Advanced Spatial Analysis (CASA), says that creative cities are in the vanguard of ‘chaos, non-linearity, disruptive technologies, emergence and surprise’. 1 No ordinary politician would welcome such a task.
