ABSTRACT
As the preceding two chapters have made clear, donors’ varying interests surrounding food aid lead to a complex landscape of food used in different ways at different times by different agencies for different purposes. Not surprisingly, this sometimes sparks conflicts among donors. This chapter reviews some of those conflicts and the institutions that try to pre-empt or mitigate rows related to food aid.
