ABSTRACT
This chapter aims to define the level of analysis problem and to present an overview of some of the existing literature highlighting the interplay between international and domestic levels in international cooperation in general, and negotiations in particular. The emphasis will be put on the domestic level and Putnam’s two-level game metaphor, some criticism of it, and alternative explanations and hypotheses.
