ABSTRACT

The art of strategy goes beyond the immediate problems of winning wars. Over the course of years, a wide range of social, economic and political factors help determine which political communities overcome their opponents and thrive. The same factors help determine which communities suffer setbacks and, occasionally, annihilation. Governments cannot fully control these factors, but they can often influence them, and logic suggests that political leaders who can integrate their policies on such issues in order to provide consistent support for their deepest goals are most likely to succeed. This art of coordinating policies over the long term, in peace as well as in war, is known as grand strategy.
