ABSTRACT
This book takes a long walk though the law, economics, history and practice of social housing allocation in France to discover how and why poor and socially disadvantaged people could be excluded from social housing, despite legislative priorities in their favour. It is a legal study based in economic theory to explain social processes of exclusion. This is supported by interview evidence from the main French local housing actors including: mayors, social landlords, civil servants and voluntary workers.
