ABSTRACT
Social landlords are central to allocation, but must act within funding constraints, the major concern of this chapter. Different social landlords had different views of their mission. Some supplied logements intermédiaires for the better-off, whilst others struggled to house the disadvantaged with similar funding directed to construction. Social landlords were affected by the local conditions, as discussed in the last chapter, but more information and statistics are also needed, particularly about their legal form.
