ABSTRACT

This chapter takes up some of the strands of analysis, concepts and issues introduced in the previous chapter and takes them further. Substantively it focuses on the advocacy of ‘private schools for the poor’ and on the work of a particular very mobile, neo-liberal policy entrepreneur – James Tooley (see https://www.ncl.ac.uk/ecls/staff/profile/james.tooley) – and the advocacy network within which he moves.
