The healthy operation of labour markets and the achievement of harmonious employment relations require an effective regulatory system. From the workers’ point of view, effective labour market regulation plays an important redistributive role in a marketizing economy such as China’s where the majority of workers do not have any form of labour market advantage. However, over-regulation may reduce the competitiveness of ﬁ rms and industries where the ﬂ exible deployment of labour constitutes an important part of the competitive strategy. It has therefore been argued that promoting efﬁ ciency and equity are the two key objectives of labour market regulation (e.g. Buchanan and Callus 1993 ; Fudge and Vosko 2001 ). Another goal ‘is to stop recreating and exacerbating labour market segmentation through the various forms of legal regulations’ (Fudge and Vosko 2001 : 332).
