Little is known about the characteristics of VR service users in the United Kingdom.
There are no published data from the private sector on the health condition, demographic
or occupational status of service users. Some public sector programmes have occasionally
collected data, but, by and large, information on service users has to be extrapolated
from the characteristics of IB claimants. There is a serious research omission. Anyone
out of work and experiencing health and employment problems is likely to fall within
one of three groups:
1 likely to spontaneously return-to-work, that is, without any assistance;
2 unlikely to return-to-work in any circumstance; and
3 only likely to return work if given VR support.
