ABSTRACT

Germany, a country with a distinct tradition in innovation policies designed both on the national and sub-national level, and France with a tradition in centralised innovation policymaking, can serve as examples of how different types of innovation policies are influencing the embeddedness of MNEs in their regional contexts. These innovation policies might be of regional, national or international origin, giving rise to questions of multilevel governance and the potentially mediating role of MNEs. It is the goal of this chapter to analyse how these policies influence the integration of MNEs in regional innovation networks from a German, French and finally from a comparative perspective.
