ABSTRACT
Policies are designed and implemented for specific purposes, but they are always made in the context of human societies, subject to the constraints of human nature, values prevailing in society, and the political reality. In democratic societies policies are often introduced as a response to political pressures, although sometimes they may represent a conscious attempt at solving identified problems or as a means to achieve specific ends.
