ABSTRACT

This paper has two aims. F i r s t , to set secondary schooling within a broader strategy of extending educational opportunity throughout the l i fe span of the individual . (I take secondary schooling to be the schooling between the primary stage and leaving school. For many i t will be 11-16; for some i t will be 11-18). The main focus in th is paper is on the las t two years of compulsory schooling since tha t , in my view, exerts a crucial pressure on the rest of secondary schooling. Second, to identify 'budding points ' for possible change, development and improvement, within, say, the next decade, but s ta r t ing from where we are .
