ABSTRACT

Part of the educational system is engaged in the production of highly specific skills and qualifications such as lawyers, doctors and teachers. These qualifications are specific in the sense that a certain course of education and training is a necessary condition of exercising

a particular profession, and also in the sense that a very high proportion of those who receive education and training enter the labour force as members of the corresponding profession. In these conditions, some of the problems of manpower forecasting are considerably diminished, notably the problems of specifying occupationeducation coefficients or links.
