ABSTRACT
All the previous discussion of education and economic growth, investment, manpower, planning, etc., has bypassed the question of finance. This may appear misleading because finance is an important topic and is not something which is settled automatically by other policy considerations. The principal reason why discussion of financial
aspects of education is postponed is that any discussion of the subject is best undertaken when something is known about various policy objectives and about the economic effects of education.
